MI On August 17, 2018, Virgr a Elect and Power Comp any dba Domii Energy Virg nia ( Com pany") pursuant to § 56-585. 1 4 F ofthe Code ofVirginia, filed petition Petition with the Sute Corporation Commission omim ssion for a prudency determm ton with respect to the Company's proposed power purchase agreement CPPA with Water Strder Solar LLC, associated with an 80 megaalt MW solar facility to be located in Haliax County, Virginia (Project). The Company states that the Project will be an 80 MW solar facility located in Halifax County, Virginia, developed by Cypress Creek Renewables, and interconnected to the Dominion Energy Virginia Transmission system. Acoording to the Petition, the Company selected the Project through a competitive solicitation process. The Company states that it reviewed proposals for complcteness and confonnity to the request for proposals requirements, and a short list was developed. The Company further asserts that the Project offered the highest customer net present value of all the short-listed PPA proposals when comparod to market purchases. The Company states that it executed a PPA on May 31, 2018, contingent upon receiving Commission approval. The Company states that it will recover the costs associated with the Project through base rates and the fuel factor, as applicable. The Petition states that, if deemed prudent by the Commission, the anticipated commercial operations date for the Project is the fourth quarter of 2020 with a PPA tem of 20 years The Commission entered an Order for Notice and Hearing that, among other things, scheduled a public hearing to be held on October 15, 2018, at I p.m, in the Commissions second floor courtroom located in the Tyler Building, 1300 East Main Street, Richmond, Virginia 23219, to receive the testimony of public witnesses.
